CDM Smith Wins Construction Management and Inspection Contract for SCDOT’s Carolina Crossroads Project
COLUMBIA, South Carolina—CDM Smith is pleased to announce that it was recently selected by the South Carolina Department of Transportation (SCDOT) to lead construction management and owner verification testing and inspection for the Carolina Crossroads Interstate-20/26/126 improvement project. According to the project’s website, Carolina Crossroads is “the number one interstate priority for South Carolina,” and, when complete, it will be the largest single transportation project constructed in the state’s history.
“This win represents an opportunity for CDM Smith to reinforce and strengthen our CEI [construction engineering and inspection] presence in South Carolina and to help SCDOT deliver a critically important and much-needed transportation project,” said client service leader Mark Lester, who recognized the efforts of CDM Smith’s local team who led the winning 18-month pursuit.

SCDOT is implementing a unique quality assurance program for Carolina Crossroads that differs from traditional transportation CEI in that it uses contractor-performed inspection and testing. As SCDOT’s owner verification firm, CDM Smith will perform random and periodic verification testing and inspection, independent of a separate contractor-hired quality firm. CDM Smith’s testing and inspection will deal with structures, concrete, earthwork, drainage, erosion control, traffic control, intelligent transportation systems, roadway lighting and asphalt to determine compliance with project requirements.
CDM Smith’s scope of work also includes construction management and engineering, development and deployment of statistical analysis software for validation of test results, construction survey verification, public relations support, and establishment of an onsite project office.
