Robert Close and Hala Titus Join CDM Smith

CAMBRIDGE, Massachusetts—CDM Smith is pleased to announce that Robert Close, PE, and Hala Titus have joined CDM Smith.

Mr. Close has joined the firm as client services leader for transportation clients in California and Arizona. He will provide leadership for CDM Smith services to clients within these markets and support our overall transportation growth initiatives.

Mr. Close brings 43 years of experience managing large-scale, multi-disciplinary transportation design, planning and construction administration projects in the areas of highway, rail, transit, airport, bridge structure and water resources. He has contributed to a number of critical programs and projects involving state highway departments, federal agencies, and city and county agencies throughout North America.

Throughout his career, Mr. Close has worked on many significant projects, including the award-winning, LEED® Platinum Anaheim regional transportation intermodal center with the lead design firm. He has worked with dozens of transportation agencies in California and across the nation, including Caltrans and many other state departments of transportation, Orange County Transportation Authority, San Bernardino Associated Governments, California High Speed Rail Authority, San Diego Association of Governments, San Francisco Bay Area Rapid Transit and Los Angeles County Metropolitan Transportation Authority.

Mrs. Titus has joined as vice president for the western region covering the Pacific Northwest, Northern California and Western Canada.

Mrs. Titus brings more than 25 years of diverse, high-level experience on national and international projects, most recently in British Columbia (BC). She specializes in managing large public works projects, including those focused on water quality, water and wastewater treatment plants, collection systems, and outfalls. In California, she has managed monumental projects, including the award-winning Echo Park Lake Rehabilitation Project for the city of Los Angeles, Bureau of Engineering and the city of Santa Monica’s award-winning design-build Charnock well field restoration project.

Most recently, Mrs. Titus served as project director for multiple projects for Metro Vancouver in BC, Canada, including the Annacis Island wastewater treatment plant cogeneration system engineering services as well as the Iona Island wastewater treatment plant term engineering services program. She has also held key roles on projects located in Thailand, Taiwan, Sweden and Egypt.

Their ability to achieve project success for clients and gain project acceptance among diverse interests, combined with remarkable leadership, extensive project and operations management experience, and a breadth of relationships brings significant value to our ability to better serve our clients.
