Regan Named Honorary Member of the International Bridge, Tunnel and Turnpike Association

Recognized for Lifetime Contributions to the Tolling Industry

COLUMBIA, South Carolina—Ed Regan, CDM Smith senior vice president, has been named an Honorary Member of the International Bridge, Tunnel and Turnpike Association (IBTTA). One of the association’s most prestigious awards, the honor recognizes individuals for their lifetime contributions to the tolling industry. Regan is one of the few private-sector professionals to receive this recognition, and the first non-toll agency representative still active in the profession.

“I am deeply humbled and honored to receive this award,” Regan said when accepting the Honorary Membership from Pat Jones, IBTTA executive director and CEO. “While I have never worked for a toll agency, I have dedicated myself to our industry my whole career, and I appreciate your recognition very, very much.”

Regan has spent more than 35 years serving the world’s tolling industry. He led the CDM Smith toll practice for nearly 25 years, specializing in traffic and revenue forecasting, toll operations and congestion pricing. Under his leadership, CDM Smith forecasts have been used in support of more than $80 billion in toll facility financing.

According to Jones, “Ed Regan has one of the most creative and fertile minds in our industry, and is one of the staunchest advocates for tolling and the principle of user financed transportation. IBTTA and the tolling industry are better because of Ed’s strong intellect and authoritative voice.”

Regan has been an active IBTTA participant for more than 30 years, and has been a fixture at association meetings and workshops. He has served on numerous IBTTA committees and strategic planning efforts, most recently as co-chair of the nationwide interoperability committee. He has also served on the faculty of the IBTTA Leadership Academy, and on the Tollways editorial board.

Regan’s ongoing thought leadership has introduced the industry to many major emerging issues, such as the future movement toward mileage-based user fees and the need for bringing down the barriers to tolling the U.S. interstate highway system.
