CDM Smith Contracts with Delta Electricity to Expand Mount Piper Power Station

LITHGOW, Australia—Within weeks of introducing environmental planning capability into the New South Wales (NSW) market, CDM Smith has been selected by Delta Electricity to provide design and environmental consulting services on the expansion of Mount Piper Power Station near Lithgow. Delta Electricity, a state-run electricity provider, is the largest electricity provider in Australia.
A new, expanded ash placement facility located at the Lambert’s North site will help the region meet its rapidly growing need for electricity over the next 10 to 12 years. The facility will enable placement of spent fuel ash into a former opencast coal mining void in land that Delta Electricity now owns, adjacent to its existing ash placement facility. Fuel ash is a byproduct of the coal-fired electricity generation process, and a huge quantity is produced at this site every day—an area equivalent to one hectare at 1.2 metres deep. Without the Lambert’s North expansion, existing capacity would be exhausted by 2015.
In addition to designing the new facility, CDM Smith will provide environmental management plans for both the construction and operational phases of the plant—including issues related to noise, air quality, soil, surface, flora and fauna, aboriginal heritage and ash transport—and establish monitoring programmes for each of these elements.
CDM Smith will also provide groundwater monitoring, perform a geotechnical review, and liaise with various regulators on behalf of Delta Electricity including the NSW Department of Planning and Infrastructure, Offices for Water and Environment and Heritage, and the Sydney Catchment Authority. Construction is scheduled to begin in January of 2013.
